The Laws of the Game clearly state that: 'delaying the restart of play' & 'failure to respect the required distance when play is restarted with a corner kick, free kick or throw-in' are yellow card offences.
Why is it then that even at the highest standards we often see players standing over the ball when a free kick is awarded to prevent the kick being taken quickly and escaping without any card?
Referees seem to give a card for this offence only if the free kick is kicked at the player and not just when a player is standing there stopping the kick from being taken.
At what point has an offence occurred? How does a referee decide that a card is appropriate for this offence.
