My brother-in-law who is a coach in England sent me this e-mail: 'Did you watch Man Utd against Chelsea? What is your view on the foul on Hernandes by Cole in the penalty area - yellow card but no foul or penalty'. I have replied to him already as follows: 'Cole’s foul on Hernandez was horrific and in my opinion he should have had a red card not a yellow. It was the sort of tackle that can break a leg. I think the reason that no penalty was given was because the ball had gone out of play before the offence occurred. The laws of the game states that the ball must be in play: Law 12 Fouls & Misconduct
"A penalty kick is awarded if any of the direct free kick ten offences are committed by a player inside his own penalty area, irrespective of the position of the ball, provided it is in play". The ref is still able to penalise a challenge with a red or yellow card if the ball is not in play but is unable to give a free kick or a penalty.' You can see the foul for yourself on this link. Clear red for me as it was a tackle with excessive force! Not sure about the penalty as the clip doesn't show the location of the ball!

Surely, if he was being tackled the ball was in play and if so should have been a penalty. Was he hit after he got his shot away or before? Yes, if out of play then difficult as the ball is supposed to be in play for a penalty to be awarded.

Unable to view your link 1 but agree that the ball was out of play when the offence occurred.
This incident is interesting because the referee's decision seems to be correct even though everybody (including Alex F) is unaware of the reason for the decision.
Perhaps Alex should go on a ref's course but it also seems wrong that EPL refs are not to be given an opportunity to explain decisions - even to coaches when the decisions are correct.
